Victoria’s new Graduated Licensing System (GLS) is being introduced in three phases so everyone has time to get used to the new learner permit and probationary licence rules.

The first phase of the GLS, from 1 January 2007, introduced the alcohol interlock for drivers who have been caught drinking. From 1 July 2007, the second phase requires learner drivers to gain at least 120 hours driving experience and there will also be new restrictions for P platers on driving high powered vehicles. On July 1 2008, the final phase commenced with the introduction of the two stage probationary licence system. The previous three year, single probationary licence has been replaced by a one year P1 probationary licence (red plates), followed by a three year P2 probationary licence (green plates).

Important changes of the new graduated licensing system include:
  • a learner must stay on their permit for at least 12 months
  • a learner must log at least 120 hours of supervised driving experience
  • these hours must be recorded and signed correctly in an official logbook
  • a passenger restriction for P1 drivers
  • a complete ban on mobile phone use of any kind for a learner and a P1 driver
  • a good driving record to progress through each stage
  • a new on-road driving test
